The high authority, regardless of his future patron, already won his ornaments of key player in the fight against discrimination. The very net increase in referrals from creation (1,500 in 2005, more than 10,000 year spent) proves that its function is now better known and its communication efforts have paid off: the tolerance for discrimination, whatever their nature, decreased in France, even if people do not know always well their rights. The bet was yet risky initially because Louis Schweitzer has always répugné to choose between two options available to the Halde: preventive action, on the one hand, to help companies in their policy of promoting diversity and repressive action, on the other hand, through prosecution and testing operations. This "schizophrenic" position has been poorly received by certain companies, which themselves are senties sometimes trapped by the high authority. Was the case of Accor and Crédit Agricole e.g. pinned in June 2008 by a testing of the Halde on their policy of hiring, human resources managers questioned methodology. A battle of figures which has somewhat écorné the image of the undertakings in question while leaving a sour taste to the Halde. Such operations was also never renewed until today, the high authority officially, invoking its high cost.

Last year, "repressive" action, indeed took more importance in the Halde activity: decisions of the College of the institution are moving more often to the courts (see chart), where its recommendations are also tracked in 80% of cases. The high authority communicates more regularly on judicial sanctions and compensation obtained through his action. Will this trend continue? Everything will depend on the personality and commitment of its future President.
